Outside the EU, customs clearance required

Freight transport to Turkey

Turkey is a customs border but not a difficult one. The customs union covers most industrial goods, which means duty free movement with an A.TR certificate, and the road transit is three to four days.

Turkey occupies an unusual position: it is outside the European Union but inside the EU customs union for industrial products. In practice that means most manufactured goods move between Romania and Turkey without customs duty, provided the shipment travels with an A.TR movement certificate. Agricultural products, coal and steel sit outside the arrangement and follow normal duty rules.

The border formalities are real but routine. Queues at the Bulgarian and Turkish crossings can add a day, and we plan on that rather than quoting a best case. Sea freight from Constanța to Istanbul is an alternative for full container volumes that are not time critical, and it avoids the road border entirely.

Turkey is a major sourcing market for Romanian importers, particularly textiles, automotive components, white goods and construction materials. A large part of our Turkish work is import rather than export, and the customs side is where most of the value is added.

Customs and documentation

The EU and Turkey customs union covers industrial goods and processed agricultural products. Goods in free circulation moving under an A.TR certificate enter duty free. The A.TR is not a certificate of origin, it certifies free circulation status, which is a distinction that causes confusion and occasionally causes claims to be rejected.

Products outside the customs union, including most agricultural goods, textiles in certain categories, and coal and steel products, need a EUR.1 certificate or an origin declaration to claim preferential rates under the separate agreements that cover them. We determine which regime applies before the goods move, because the wrong certificate means duty paid unnecessarily.

Frequently asked questions

What is an A.TR certificate and do I need one?

It is the document that proves goods are in free circulation in the EU or Turkey and therefore qualify for duty free treatment under the customs union. You need one for industrial goods moving in either direction. Without it, duty is charged even on goods that would have qualified, and recovering it afterwards is slow.

How long does the border crossing take?

It varies, which is the honest answer. On a good day a few hours, at peak times up to a day. We build a realistic allowance into the transit time rather than quoting the best case, and we will tell you when a particular week is known to be congested.

Is sea freight from Constanța better than road?

For full containers with a flexible deadline, often yes on cost, and it removes the border queue variable entirely. It is slower, at four to eight days port to port plus the inland legs. For part loads and anything urgent, road remains the better choice.

Tell us what you need to move.

Send the supplier city or port of loading, the volume and weight, and the date the goods are ready. We will come back with a landed cost and a realistic transit time, usually within one working day.
